Summary

The John Shaw flag was created for the first meeting of the United States Congress. Congress initially met in the Maryland Capitol Building for 9 months starting in late 1783. Shaw created two versions of the flag: one which started with a red stripe and another that started with a white one. This is the red-first variation.
