Summary

A "skippet" for the Masi or Treaty Seal, the variant of the <a href="https://en.wikipedia.org/wiki/Great_Seal_of_the_United_States" class="extiw" title="w:Great Seal of the United States">Great Seal of the United States</a>, designed by Seraphim Masi in 1825, and used specifically on treaties for several decades thereafter. The wax seals (attached to the documents via strings) were transported in metal boxes called skippets, such as the one here, which were usually engraved with impression of the seal. The 24 stars in the border probably represent the 24 states in the Union at the time Masi created the die for the skippet. (There were 24 states between 1821 and 1836.)
