St. John Singapore, previously known as St. John Ambulance Singapore, is a voluntary secular organisation in Singapore which provides training in First Aid and Home Nursing. It is affiliated to the Order of St. John based in the UK. Its ambulance members (males members) and nursing members (female members) perform voluntary first aid coverage duties during national events and other events. It comprises 3 sub-organisations, namely the St. John Brigade Singapore, St. John Association Singapore, St. John Fellowship Singapore.

The National Headquarters (NHQ) is located at 420 Beach Road and was officially opened on July 23, 1960 by the Yang di-Pertuan Negara (and subsequently President of Singapore), Encik Yusof bin Ishak.

History of St. John in Singapore

The origins of the St. John Ambulance date back over 900 years to Jerusalem. In the 19th century, around 400 years after Henry VIII ended the medieval Priory, a determined group set up the British Order of St. John to care for the sick in the Hospitaller tradition and the suffering of workers was one of their main concerns. The movement quickly spread to Britain's overseas colonies including Singapore.

In 1935, Dr. J.S. Webster O.St.J. a radiologist with the Medical Services of the General Hospital, Singapore organised First Aid lectures in Singapore with a few public-spirited friends and brother doctors. The first headquarters was located one desk in Radiology Department of the General Hospital, Outram Road, Singapore. After Dr. Webster himself left Singapore on retirement, the Director of the Medical Services, Singapore, was prevailed upon to take over the responsibility of Director of the St. John Ambulance Association, Singapore, and he very generously transferred headquarters to his Board Room, which was on the 4th floor of Fullerton Building, Singapore.

In September 1938 sufficient number of First Aiders was recruited to form the first division of the uniformed body of the Brigade. Before the outbreak of war in Malaya, the Government incorporated all St. John personnel to form the nucleus of the Medical Auxiliary Service which was part of the Passive Defence Services of Singapore and Malaya. A transport Section was formed, and 28 First Aid Posts were organized and manned in the city.

During the war from 1942 to 1945, our members conducted themselves magnificently throughout the air-raids, and bomb shelling. Many acts of bravery and heroism were performed and many laid down their lives on duty before the fall of Singapore. Others were imprisoned, but they still continued to help with the training they had previously received, without the aid of medical equipment denied to them by the enemy.

In September 1945, Lady Superintendent-in-Chief, the Countess Mountbatten of Burma, C.I.G.B.E., D.C.V.O., Lld., met over 400 St John members in Singapore at the then Government House (Istana). At that gathering St. John in Singapore was reborn. In 1945, the temporary Headquarters was located at St Peter's Church.

In 1952, the St. John Council was formed in Singapore. The Council comprised a body of senior and professional Singapore Citizens and Permanent Residents who were willing to give their services and specialised knowledge in an advisory capacity to assist and co-ordinate the St. John Ambulance Association and Brigade in its work.

In March 1957, St. John Ambulance Headquarters was again transferred and temporary housed at Gilstead Road. The current St John Ambulance Headquarters at Beach Road was officially opened by late President of Singapore, H.E. Encik Yusof Ishak on 24 June 1960.

In October 1969, a sub-centre of the St. John Ambulance Association was formed in the industrialised area of Singapore. With the assistance of the West Area of the Brigade, this sub-centre gives lectures in First Aid and Home Nursing to many factory workers. It is now known as Jurong Centre.

In June 1978, the Brigade was re-organised and upgraded to National Headquarters level. This brought our organisation status at par with St. John Ambulance organisations in other independent nations. The Brigade was structured into 4 Districts and 10 Areas. In 1996, the Brigade was again re-structured. The District level was removed, and the Brigade became simply structured into 10 Zones.

Today, the St. John of Singapore continues with its work for suffering humanity and it assists the Republic of Singapore whenever called upon in all emergencies such as epidemics, clinic and hospital duties, the St. John Ambulances also carry the sick and needy whenever requested. Brigade officers and members provided first-aid coverage at National, public and other events. In 2014, St. John Singapore was inaugurated as a Priory and dropped the word 'ambulance' in its organisational name.[1]

Aims

Apart from promoting and assisting St. John Ambulance Association & Brigade as well as to raise the necessary funds to support their work, the main objects of the Council, are briefly as follows:

  1. To promote and encourage all works of humanity and charity for the relief of distress, suffering, sickness and danger without any distinction as to race, class or creed, and the extension of the great principles of the Order of St John embodied in its mottoes "for the Faith" and "For the Service of Mankind".
  2. To render aid to the sick, wounded, disabled or suffering and to promote such permanent organisation in time of peace, as may be available immediately in time of emergency, such aid shall include the provision of technical reserves for the Medical services of the Armed Forces or civil defence organisations in the Republic of Singapore.
  3. To do such other things as are incidental or conducive to the attainment of the above objects or any of them.
  • Currently due to poor support from the Prior and his plans- Ambulance Service was minimally employed as part of First Aid Coverage.

Core Competencies

Typically, cadet members undergo training in four core competencies - First Aid, Home Nursing (for Nursing members), Transportation of Casualty (for Ambulance members), Foot Drill and Physical Training. These are conducted through Routine Training and other Training Camps that vary from Corps to Corps and Zone to Zone. In the interest of holistic development, cadet members also have the opportunity to participate in enrichment activities which can allow them to earn Cadet Proficiency Badges. Outstanding cadet members are awarded the prestigious Chief Commissioner's Badge after attaining 12 proficiency badges (with 2 from each of the 4 badge groups, Knowledge of the Order of St. John (KOTO) Badge, and the Total Defence Badge).

St. John Day

As St. John the Baptist Day, June 24, normally falls during the Singapore School Holidays, corps typically observe St. John Day on the first Wednesday after school reopens. On that day, members don their Brigade Uniform during official school hours. A St. John Day message by the Chief Commissioner is read out by the Principal or student leader during the morning flag raising ceremony. Where possible, the St. John Flag is also raised alongside the State Flag and the respective School Flag. On this day also, members reaffirm their loyalty to the Republic of Singapore and affirm their commitment to the twin mottoes of the Order, 'For the Faith' and 'For the Service of Mankind', in reciting the St. John Pledge.

St. John Pledge

  1. To be loyal to Singapore and the President of the Republic.
  2. To upkeep the honour and dignity of the Brigade and my Country.
  3. To observe the mottoes of the Orde, which are: "Pro Fide" – For the Faith, "Pro Utilitate Hominum" – For the Service of Mankind.
  4. To be loyal to the Chief Commissioner and my Officers.
  5. To read the Brigade Regulations and comply with them in all respects.
  6. To carry out all orders received from time to time from seniors.
  7. To carry out my duties with zeal and efficiency to the best of my ability.

Brigade Badges

The following badges are listed in order of precedence:

  1. Chief Commissioner's Badge - Awarded by the National CPB Committee after obtaining 12 badges (at least 2 from each group), Knowledge of the Order (KSJ/408) and Total Defence Badge (TDF/110).
  2. Deputy Chief Commissioner's Badge - Awarded by the National CPB Committee after obtaining 9 badges including Knowledge of the Order and completed Total Defence Gold.
  3. Commissioner's Badge - Awarded by the National CPB Committee after obtaining 6 badges (at least 1 from each group), Knowledge of the Order (KSJ/409) and completed Total Defence Silver.
  4. Superintendent's Badge - Awarded by the National CPB Committee after obtaining 4 badges and completed Total Defence Silver.
  5. Drill Instructor Badge - Awarded by the National Training Committee, upon completion of the Advanced Drill Instructor’s Course (Gold Badge) or approved Basic Drill Instructor’s Course (Silver Badge).
  6. Unicorn Badge (To cease to be issued from 2018) - Awarded by the National CPB Committee after obtaining 4 badges (at least 1 from each group).
  7. National First Aid Competition Champion Badge - Awarded by the Senior Assistant Chief Commissioner (Operations) to all members of the champion teams of all 4 categories at the National First Aid Competition.
  8. National Activity Badge - Awarded by the National CPB Committee after participating in an approved national event.

Individual Proficiency Badges (Cadet Proficiency Badge Scheme)[3]

The Cadet Proficiency Badge Scheme was introduced to encourage cadet members to further enhance their interest in subjects outside of their standard curriculum and to widen their interests by carrying out these activities in their leisure time.

A wide range of activities is open for cadet members to choose from, depending on their individual aptitude and inclination. The pursuit of badges encourages members to develop their personal skills and knowledge besides complementing the first aid, home nursing and foot drill training that members undergo during Routine Trainings. Hence, enhancing an all rounded education for these future leaders of the organisation.

Through the various proficiency badge subjects offered in the programme, St. John Brigade Singapore aims to provide cadets different opportunities to acquire the necessary knowledge that will prepare them for higher education and careers beyond secondary school.

Cadets may start working to obtain these badges the moment they are enrolled as members of St. John Brigade Singapore in the school as their main CCA. They are encouraged to make personal progress with additional courses that are not taught during Routine Trainings so as to achieve the Chief Commissioner's Badge.

The proficiency badges are divided into 4 groups as follows:

National First Aid and Home Nursing Competition

The National First Aid and Home Nursing Competition, typically referred to as the National First Aid Competition (NFAC), is an annual inter-zone competition in which all 10 Zones send teams to compete in each of the 4 categories. Prior to the NFAC, each Zone organises its own Inter-Corps First Aid and Home Nursing Competition with a similar competition framework. The 4 champion teams from each Zone represent their respective Zones in the NFAC.

There are 2 frameworks for the competition, one for the Ambulance categories and one for the Nursing categories.

Ambulance Category Framework

AA and AC teams are expected to complete the following as part of the competition:

  4. Foot Drill (10 mins)

Nursing Category Framework

NA and NC teams are expected to complete the following as part of the competition:

Training Courses

St. John Singapore conducts a variety of courses in order to upgrade the skills of its members. The following is a non-exhaustive list of courses presently conducted:

Officer Training Course (OTC)

Warrant Officer Training Course (WOTC)

The Warrant Officer Training Course (WOTC) aims to train a select group of Senior NCOs with a strong passion and interest in parades, drill and ceremonies to become Warrant Officers. Graduates of the course have their membership in the brigade transferred from the corps to the zone. This course is conducted biennially by the Regimentation and Drills Sub-Committee of the National Training Committee. The inaugural course was conducted in 2011. During the period of training, candidates of the course hold the rank of Warrant Officer Candidate, a trainee-rank that was first introduced in the 03/15 WOTC. Those who successfully pass the course are promoted to the rank of Warrant Officer Grade 4.

Advanced Drill Instructor Course

The Advanced Drill Instructor Course replaced the former Foot drill Instructor Course (FDI) and is conducted at the national-level by the Regimentation and Drills Sub-Committee of the National Training Committee. This course aims to train Drill Instructors who assist their zones in the conduct of drill-related training and are principally the trainers and assessors for the DRI/405 Drill Knowledge Badge. Upon successful completion of the course, which is renowned for its difficulty, Drill Instructors are added to the Brigade's Drill Instructor Registry for a period of 2 years, with the option to retain membership in the registry each year by attending a Drill Instructor Workshop. Modules taught in include 1) Colours Drill, 2) Basic Protocol Knowledge, 3) Classroom Method of Instruction (MOI) and 4) Squad Drill. Trainees are also expected to achieve competence in modules taught at the Basic Drill Instructor Course. Those who successfully pass the course are awarded the Drill Instructor Badge (Gold).

Basic Drill Instructor Course

The inaugural and only National Basic Drill Instructor Course (BDI) was conducted in 2013. Thereafter, organisation of the Basic Drill Instructor Course was decentralised and is now conducted at the zone-level. Assessment for the Basic Drill Instructor Course is done by the Regimentation and Drills Sub-Committee of the National Training Committee. This course aims to train Corps Drill Instructors and teaches modules in 1) Drill (including Swagger Stick drills), 2) Drill Method of Instruction (MOI), 3) Foundational Protocol Knowledge, 4) Words of Command, 5) Flag Protocol and 6) Basic Parade Planning. Those who successfully pass the course are awarded the Drill Instructor Badge (Silver).

Dress Regulations

Uniforms

At present, there are a total of 4 uniforms of St. John Brigade Singapore, which are listed as follows:

Cadet members are presently only entitled to wear the Field Uniform, which is also the most widely recognised uniform of the St. John Brigade Singapore. The Field Uniform consists of a black beret with a cap badge, depending on which is entitled to the wearer. Nursing members wear a hairnet as well. The top consists of a white short-sleeved shirt / blouse with plastic concealed buttons. Shoulder flashes bearing the Maltese Cross with twin beasts and unicorns, together with the words "St. John Singapore" are worn on both sleeves. A black epaulette is worn on both shoulders denoting the rank of the member. The bottom consists of black pants / culottes, which is worn with the St. John belt. Black socks and black low-cut boots are worn with the shoelaces tied in the formal-style.

Medal ribbons are normally worn though full medals (together with the ceremonial belt) are sometimes worn during parades and ceremonies. Peak Cap is worn. Same. Lady officers have the option of black culottes or slacks.
Field Uniform Same uniform as for Members except for collar badges. Beret is worn. Same. Lady officers have the option of black culottes or slacks.
No. 1 Uniform A long-sleeved version of the safari jacket, with full medals, worn on top of a white shirt black and tie. A ceremonial belt, in red, white and black is worn around the waist. Peak Cap is worn. A long-sleeved version of the safari uniform. Senior lady officers also have a gray dress but this uniform is seldom seen nowadays. Round Hat is worn.
Mess Kit A wing-collared shirt with maroon cummerband bow-tie. Tuxedo jacket with miniature medals and rank insignias is worn. No headdress is worn. A cross bow-tie. Tuxedo jacket with miniature medals and rank insignias is worn. No headdress is worn.
