The idea of a deep state, as applied to the United States, is a conspiracy theory[1][2][3] whose adherents assert that there exists a state within a state, which they suspect exerts influence and control over public and foreign policy, regardless of which political party controls the country's democratic institutions.[4][5][6][7][8]

"Deep state" has historically been associated with countries like Turkey, where sophisticated shadow governments allegedly control or influence key aspects of state policy, but the term has gained attention in the United States as the Trump administration has struggled to control its bureaucracy in the face of leaks.[9]

Donald Trump's use of the term

Donald Trump supporters have used the term to refer to intelligence officers and executive branch officials guiding policy through leaking or other internal means,[10][9] especially after intelligence leaks to The Washington Post and The New York Times precipitated the resignation of Michael Flynn, then Trump's National Security Advisor.[11] The term's conspiratorial undertone[12] has made it popular on conservative news outlets sympathetic to the Trump administration, especially Breitbart News,[13] but it has been discussed widely across the media spectrum.[14][15]

Members of the Trump White House reportedly refer to a "deep state" routinely, which they believe is undermining the president's authority.[16] White House chief strategist Stephen K. Bannon "has spoken with Trump at length about his view that the 'deep state' is a direct threat to his presidency," The Washington Post reported.[17] Some Trump allies and right-wing media outlets have claimed without evidence that former president Barack Obama is coordinating a deep state resistance to Trump.[16][18] The growth of this narrative within the White House has been linked to Trump's allegation that Obama wiretapped his phone, although the claims are baseless.[19][20]

While popular among Trump allies, critics of the term's use in the U.S. argue that the leaks frustrating the Trump administration lack the organizational depth of deep states in other countries, and that use of the term in the U.S. could be used to justify suppressing reasonable dissent.[21][16]
