Anne Milgram (born 1970 or 1971)[1] was the Attorney General of New Jersey from June 2007 to January 2010.
Milgram had served as First Assistant Attorney General, the second-highest position in the New Jersey Department of Law and Public Safety, having taken office on February 14, 2006. She served as Acting Attorney General in September 2006 while there was a vacancy after the previous Attorney General stepped down from office and before the Governor's nominee was confirmed and sworn into office.

Biography
Milgram grew up in East Brunswick Township, New Jersey.[2]
Milgram, member of the Cap and Skull Senior Honor Society, graduated summa cum laude from Rutgers College in 1992 with a degree in English and Political Science. She received a master of philosophy in social and political theory in 1993 from the University of Cambridge and received her J.D. from the New York University School of Law in 1996.[3]
She clerked for United States District Court Judge Anne E. Thompson in Trenton, from 1996 to 1997.[3]
In 1997, Milgram began her career as an assistant district attorney in the New York County District Attorney's as a member of the Domestic Violence Unit. Milgram later worked in the Criminal Section of the Civil Rights Division, United States Department of Justice, where she served as Special Litigation Counsel. Milgram helped to lead the division's human trafficking prosecutions. Milgram was counsel to Corzine during his final year in the United States Senate.[3]
Acting Attorney General of New Jersey
Milgram became Acting Attorney General on September 1, 2006, following the resignation of former Attorney General Zulima Farber.[4] On September 25, 2006, Stuart Rabner, New Jersey Governor Jon S. Corzine's choice to fill the vacancy, was confirmed by a 35–0 margin by the New Jersey Senate.[5]
Rabner, then the Governor's Chief Counsel, was nominated by Governor Corzine on August 24, 2006 to replace Farber as Attorney General.[6] Milgram served as Acting Attorney General on an interim basis until Rabner was confirmed and sworn into office.
Attorney General of New Jersey
On June 4, 2007, Governor Corzine nominated Stuart Rabner to serve as Chief Justice of the New Jersey Supreme Court, and nominated Milgram to succeed Rabner as Attorney General.[2] At the conclusion of confirmation hearings, the Senate voted on June 21, 2007 to confirm Rabner as Chief Justice. Milgram was confirmed by a 38-0 Senate vote to succeed Rabner as Attorney General.[7]
On July 1, 2013, the New Jersey Attorney General Anne Milgram and the Arnold foundation launched a data driven risk management electronic system to assist employees of the Criminal Justice department in their decision making.[8]
Intergovernmental cooperation
In August 2007, Milgram joined Governor Corzine in announcing a partnership with the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (BATF) that allows the state to trace the sources of illegal firearms through real-time electronic access to BATF’s E-Trace system, a nationwide data base that lists a firearm’s first purchaser, date of purchase, and the retailer from which the gun was purchased. The Attorney General directed all police departments in New Jersey to forward all gun tracing information to E-trace to build a New Jersey data base.
Also in August 2007, Milgram instructed law enforcement officers to contact Immigration and Customs Enforcement to check on immigrant status if they have reason to believe a person arrested for an indictable crime or drunk driving is an undocumented immigrant. The directive was issued after a triple-homicide in Newark in which one of those charged was an undocumented immigrant who had been previously arrested. The Attorney General’s directive declares that the status of immigrants is necessary information for prosecutors and judges seeking and setting bail. The directive specifically says, however, that such information should not be sought from any victim or a witness to a crime.
The number of illegal immigrants referred to federal authorities increased in the months after. From September 2007 to February 2008, New Jersey law enforcement entities reported 8,874 illegal immigrants to the ICE center in Vermont. This contrasted with the 4,589 period for the same months a year earlier.[9]
On November 9, 2009, New Jersey Governor-Elect Chris Christie announced that Milgram did not wish to continue in her position as Attorney General in his administration.[1] On December 15, 2009, Governor-elect Christie announced that Milgram will be succeeded by Essex County Prosecutor, Paula Dow.
Subsequent career
As of January 2015, Milgram was vice president of criminal justice at the Laura and John Arnold Foundation,[10] as well as a senior fellow at the Center on the Administration of Criminal Law at New York University.[11]
