Arthur Robert Outlaw (September 8, 1926 – November 5, 2000) was a Mobile area community leader and politician who served twice as Mayor of Mobile.[2] His first term as Mayor of Mobile was when the title was co-extensive with the presidency of the City Commission. His second term was as the first directly elected Mayor of the city since it had switched to City Commission in 1911. He was defeated for re-election in 1989 by Mike Dow.[3] He died in 2000.[4]
