Summary
Radar echos, in this case from a series of small hills in the Montreal region called "Monteregiennes". The central stronger part of the returns are from the main lobe but the decreasing intensity in arc on each side are from secondary lobes which are mistakenly placed at the position where the main lobe is when those returns come back to the radar.
