Idoia Zenarrutzabeitia Beldarrain (born June 6, 1959) in Usansolo, Biscay is a Spanish Basque politician. She is a leading member of the Basque Nationalist Party (PNV) and the former Vice-President of Spain's Basque Country Autonomous Community from January 1999 to May 2009.

Beldarrain holds a bachelor's degree in Law, majoring in Economy and Law, from the University of Deusto where she is a lecturer in Political Sociology. She has been a member of the Basque Parliament for EAJ-PNV in the 3rd and 4th legislatures where she served as Secretary General for Co-ordination and Administrative Modernisation of the Basque Government, 1995–1998, and Deputy Premier and Minister for the Treasury and Public Administration from January 1999 to May 2009.
