2. Arrondissement of Oloron-Sainte-Marie, (subprefecture: Oloron-Sainte-Marie) with 155 communes. The population of the arrondissement was 74,447 in 1990, and was 73,117 in 1999, a decrease of 1.79%.
3. Arrondissement of Pau, (prefecture of the Pyrénées-Atlantiques department: Pau) with 269 communes. The population of the arrondissement was 268,795 in 1990, and was 278,061 in 1999, an increase of 3.45%.
